故事以前作《科学小飞侠Crowds》的后续剧情展开。距离“立川事件”已经过了一年，当初贝尔库·卡切赋予尔乃美家累的力量“CROWDS”在日本首相菅山的推广之下已在人类社会当中广泛普及。然而仍然存在着对此感到不满的人们，此时菅山遭到不明人士的袭击，GATCHAMAN的全新战斗就此揭开序幕。。Cielo’s teenage daughter, Laura, is kidnapped in Northern Mexico. Despite paying several ransoms, Laura is not returned. When the authorities offer no support in the search, Cielo takes matters into her own hands and transforms from housewife into vengeful militant.。
